In these cases, one can justifiably wonder if the policy sciences would be better served if they adopted more of a systems analysis perspective (read: policy process 'model') as opposed to a general systems perspective, that is, if they accepted tentatively the policy stages/process for its constrained worth and leave it behind when bigger and better things materialize.
