From this perspective, it is difficult to imagine being able to define Ð let alone
implement Ð a generic or global framework for national or international priority
assessment in animal health. By its nature, priority assessment in animal health will
remain (at least for the foreseeable future) limited to a well-defined set of disease
constraints and control options relevant to and specified by the particular decision maker,
who may also have other decision criteria Ð especially regarding how benefits are
distributed Ð in addition to economic benefit to consider.
