The slow speed is due to slow action of the
distribution machine. Since the optoelectronic
device can not recognize the additional names, the
ballots with these names have to be classified and
delivered to the appropriate container to be
separately recorded by hand.
(2) Ballot precision
The optoelectronic device can detect
information only over a limited range, so errors
may result if a ballot is not accurate. Expenses are
increased to ensure ballot precision.
(3) Limited capacity
The capacity of the communication control
board sets a limit on the system operation. Also,
the architecture allows only seven types of ballots
to be processed in one election.
