In the short term, investment must be made to improve education programmes and vocational education and training. General or soft skills are particularly important, since they provide labour market access at the end of the training period and allow current workers to adapt to a changing labour market by updating their skills and favouring their mobility. Participation and co-ordination with the private sector is very important, since it can offer guidance on current and future business
demands and provide training directly in the workplace. Finally, it is important to establish national and regional qualifications frameworks for the recognition and transferability of skills acquired in formal and informal settings.
