Even those with a poor banking history were encouraged to open these “second-chance’’ accounts offering a low – or no-cost product with no minimum balance requirement, accepting consular identification, and waiving one set of overdraft fees per client. Two years after the program launched, more than31, 000 Bank on San Francisco accounts had been opened.
