1. Coordinates and conducts work area assessment, surveys, and program evaluations to determine the presence of hazardous conditions, such as noise exposure, chemical exposure, indoor air quality, light levels, confined space, and ventilation in plant.
2. Assists departments with specific training needs by locating and scheduling outside training activities.
3. Works with environmental, health and safety advisory committees to promote and provide safety expertise and in the development and presentation of safety training materials.
4. Performs or assists with accident investigations as needed.
5. Conduct and supervise facility and site inspections, job hazards analyses and other evaluations to indentify hazards and potential risks. Make recommendations to managers as required and implement appropriate corrective actions. Conduct audits of corrective actions to ensure compliance with regulations and corrective action.
6. Insures that processes take necessary corrective action to prevent future incidents.
7. Works with administration of workers’ compensation program to determine areas for increased training and emphasis on accident prevention. Provides statistical and fiscal data on workers’ compensation injuries. Maintains complete and accurate records as required. Prepare various reports, including charts and graphs, to determine trends and needs.
8. Collects, analyzes and maintains data essential for effective safety and environmental programs.
9. Evaluates hazardous conditions and recommends engineering controls, administrative controls, and/or personal protective equipment.
10. Develops fire prevention program for employees, including building evacuation procedures. Responsible for, and administer, the annual fire extinguisher maintenance program.
11. Review proper identification and labeling requirement on flammable liquid and gas containers and cylinders. Confirm safe storage areas are designated and identified by clearly demarcated signs and surrounded by stable barriers or fencing.
12. Perform on-site inspections on a regular basis including: fire lanes are clear, material storage is located in accordance with the Fire Safety Plan and not blocking fire access, and flammable and combustible liquids are not stored in the buildings.
13. Inform on site personnel of the “No Smoking” policy and utilize best efforts to enforce it, throughout the duration of the project and report violations of the policy to management.
14. Confirm each contractor provides a “Fire Watch’ during all “hot work” Operations.
15. Conduct post accident investigation. Develop and chair a District accidents review committee. Make recommendations for charges in equipment and / or process to correct unsafe conditions. Assess incident statistics to determine requirements for new or modified training.
16. Implements and manages the environmental management system. This includes administering the waste management contract, and coordinating hazardous and waste management activities.
17. Perform other jobs may be assigned from time to time by EM manager and Plant Manager.
