It soon became apparent to conservationists that a federal agency could not provide
local assistance without having a local presence. On February 27, 1936, President
Roosevelt sent the Standard State Soil Conservation Districts Law to state governors
(Helms, 1985). This law gave state legislatures and governors the ability to enact a law,
which included the basic elements of the standard act and organize conservation districts.
These Soil Conservation Districts received assistance and trained personnel from the ʹ
Department of Agriculture, but were able to set and oversee their own priorities.
Arkansas passed the first state act on March 3, 1937, and many other states soon followed
(Helms, 1985).
