The committee specified the target audience as women between the ages of 18 and 24,
with household income of less than 200% of the poverty level. This group was chosen for severai
reasons: 1) The Title X program is intended to benefit lower-income women; 2) the 18 to 24 year old
group is at the highest risk of experiencing an unintended pregnancy and does so in the greatest
numbers; and 3) the committee felt that there were already many programs addressing adolescent
pregnancy, but that young adults had been undeserved on this issue
