When coupled with MASS, the managed aggregate supply system
described above, some of the land use consequences of this
situation are: additional barriers to entry for smaller local operators;
consolidation of production at fewer, larger quarries where
the big companies can take advantage of economies of scale; the
‘trading’ of sites with permitted reserves between companies; and
the giving-up of dormant sites in scenic areas such as National Parks
in exchange for a licence to operate elsewhere.
