A policy of inclusion is generally understood around the
world as part of a human rights agenda that demands access
to, and equity in, education. However, there are many interpretations
about what constitutes educational rights, as well
as how these should be assessed, evaluated and so on. Is
there a difference between a right to education (access) and
rights in education (equity)? Does the guarantee of a school
place mean that the right to education has been achieved if
the form of provision for a student who has been identified
as having special educational needs is different from what
others of a similar age receive? Do different forms of provision
guarantee equity? Is special education part of the
problem or part of the solution in fulfilling rights and
answering questions of equity in education?
