Disciplinary Policy
Site Project personnel are expected to use good judgment when undertaking their work and to follow established safety rules and Good Industry Practices. The EPC Contractor must establish a disciplinary policy to provide appropriate consequences for failure to follow safety rules. The objective of the Employer’s Requirements for HSE is to ensure every person working on the Project Site returns home safely each and every day.
To safeguard this principle, the Employer adheres to a “three strikes” rule with regard to discipline for onsite safety infractions:
• Craftsmen and labor (non-management personnel) working at the Project Site who are observed violating the Employer’s Requirements for HSE or the EPC Contractor’s Site-specific HSE plan will be given 2 verbal or written warnings. Upon the 3rd warning, that individual will be permanently removed from the Project Site.
• Managers and supervisors working at the Project Site who are observed violating the Employer’s Requirements for HSE or the EPC Contractor’s Site-specific HSE plan will be given 1 verbal or written warnings. Upon the 2nd warning, that individual will be permanently removed from the Project Site.
However, an employee will be subject to immediate and permanent removal from the Project Siteif a safety violation places any Project Site personnel at risk of serious injury or death. The EPC Contractor is empowered to impose disciplinary procedures on Project Site Personnel for failure to adhere to safety requirements. However the Employer/Employer’s Representative’s reserve the right to remove individual Project Site personnel from the Project Site for safety violations at its sole discretion.
Any Contractor or Subcontractor whose personnel are responsible for repeated safety infractions or general disregard for safe working practices, as outlined in these Employer’s Requirements for HSE and/or the EPC Contractor’s Site-specific HSE Plan, may be removed and prevented access to the Project Site. The EPC Contractor is empowered to impose disciplinary procedures on Contractors and Subcontractors for repeated failure to adhere to safety requirements. However, the Employer/Employer’s Representative’s reserve the right to remove Contractors and Subcontractors from the Project Site for repeated safety violations at its sole discretion.
