One feature thrown up by the comparison is the lack of depth in Her Majesty’s Inspectorate [1979, 1985, 1987] compared with Cockcrofr [1982]. The former documents consist of unjustified directives based on unanalyzed assumptions, with little or no theoretical basis. For all its flaws, Cockcroft [1982] offers an analysis of a substantial body of theory and research.
