The conflict between North and South Vietnam remained minimal until the NVA
launched a massive attack on South Vietnam in January, 1975, blatantly violating the
Paris Peace Accords. The South Vietnamese Army panicked and quicky fled to the
South. The North conquered the South with very little fighting involved. Although the
United States had promised aid in the event of an unprovoked attack. Congress reftised to
provide emergency help to South Vietnam because ofthe "drain on the treasui-y" (Doyle
153).
