Furthermore, the extensive .nancial reliance
of NSOs on the government has undermined
their strategic and administrative autonomy
over organizing and promoting the sport
concerned inside the country. During the last
ten years, the government has developed a
dominant responsibility for organizing and
implementing a series of programmes in
many sports: the coaching certification programme,
the talent identi.cation programme,
the programmes of the European
Union for mass participation, the administration
of schools for talented athletes and the
control and maintenance of sport facilities.
