as table 9.1 shows, during the course of the 1980s the decline in the number of small firms was sharply reversed and between 1979 and 1989 small firms employing less than 50 people increased their share of employment from 33.7 per cent to 42.2 per cent, a quite remarkable turnaround and one that probably owed something to the political agenda of the time.
