They underlined the argument that the directorates, director generals and directors need to improve the culture of discourse with the colleges because the existing link is too bureaucratic and top-down. They felt that the communicative link between the directorates and the colleges was rather fragile and one-way to the point that there was the need to explore new avenues. It was argued that the directorates need to develop a listening culture. Consequently, a group of heads that were interviewed complained that they see a lack of coordination between the schools and the directorates.
