SNAP is a comprehensive and cohesive plan of action aimed at building
the capacity of both government and non‐government institutions in promoting
disaster risk reduction. It goes hand in hand with the objectives of the ASEAN
Agreement on Disaster Management and Emergency Response (AADMER) and
the five priority areas of the Hyogo Framework for Action. The final draft of the
SNAP has been circulated to all the members of the National Disaster Council (NDC)
for their comments and endorsement. Meanwhile, NaSOP outlines the agreed
procedures that must be followed by all agencies involved in a disaster operation.
Through NaSOP’s concerted and coordinated approach, it is hoped that responses to
disasters in Brunei Darussalam will be more effective. In order for NaSOP to be

operating procedures, NDMC is periodically reviewing its content through testing
such as table‐top and simulation exercises.
