Employer landlords provide accommodation for their employees as an aid to recruitment, usually because local housing markets are too expensive and they will face recruitment problems unless they provide shelter for their staff. Examples of such landlords include hospitals providing rooms for their nurses, universities providing rental housing for faculty members, and the military. Sometimes governments provide housing as a fringe benefit to their civil servants particularly when accommodation is particularly scarce, as in newly established capital cities.
