Given the amount of academic literature on the issue, why has it made so little impression on policymaking? Are all these countries foolishly pursuing an ephemeral fad? Are the questions asked in academic literature irrelevant to policy? Are the relevant questions answerable? For that matter, what are the relevant questions?
