In this paper, our focus is on failures arising from cuts to the distribution fiber and we propose a novel method to optimize the deployment of survivable FiWi access network with ISCW to address this failure. The proposed optimization method seeks to maximize coverage subject to appropriately established constraints from survivability, connectivity, capacity and delay considerations. When a distribution fiber cut occurs, the connected ISCW can offload its data from SC to WiFi, and use the WiFi function of adjacent ISCW to transmitdata to the backup ISCWs by multiple wireless links.
