But statistics on legal entrants reflect only part of the total migrant flows. In addition to settlers-and these normally include those accepted through humanitarian resettlement programmes – there are several types of non-permanent migrants, namely student, highly skilled workers and low-skilled contract workers, as well as large number of clandestine or illegal migrants (see p 63). These migrant floes are not only interrelated but also linked to the whole process of development in the areas of both origin and destination.
