(7) Identification and Evaluation of Mitigation Measures: Of the two
EISs analyzed, only the Vegetation Management EIS recognized
potential significant health effects in the exposed worker and general
populations, even though the risks were in many cases, similar or
lower than in the WIPP SEIS. Only the Vegetation Management
EIS identified mitigation measures specifically aimed at reducing
risks (inferred health impacts). However, no attempt was made to
quantify the reduction in risk; in some instances it could have been
quantified.
