Land ownership is shared between the public sector(government) and the private sector. With the exception of protected public land, much public land is used for mining, timber harvest, and grazing. The use of public lands frequently is debated. Major issues include payment levels by private users for the use of public lands (e.g., timber harvest and grazing free) and the management of these lands (e.g., timber harvest method and grazing intensity). Users of public lands prefer few restrictions, but others place a greater value on land preservation than on utilization.
