CONTEXTUALISING GOOD GOVERNANCE
Different scholars and international agencies define the term ‘good governance’ in different
ways. Some social scientists define it in a very simple way, as the level of goodness
(Besancon 2003) or quality (Hye 2000) of government. It is also defined as ‘good
management’, which underpins good performance, good stewardship of public money, good
public engagement and, ultimately, good outcomes (Langlands 2004).
