It is the challenging task of a library manager, especially a library manager who is versed in personnel
management principles in more civilised communities, to resolve personnel problems that arise from different
situations. The solution is not to abandon well-tested management principles. They should be applied, but they
should be adapted to the situations at hand. This means that the library manager should be flexible and treat
each unique situation as it arises, and should also use attitude survey techniques and introduce the concept of
participatory style of management into the system. These will provide explanations for unusual behaviours and
make the staff co-operative rather than resistant.
