The EU tabled an information paper on an alternative approach for global HFC phase-down that is more reasonable and responsive to Art. 5 country needs and allowing for a future baseline. It proposes to combine HCFC and HFC together in terms of total GWP value and allow countries to reduce consumption from that pooled amount. This would give countries flexibility to prioritize substances for phasedown while allowing countries to meet short-term HCFC phaseout targets. It is likely this paper will be turned into a proposal for amendment at future meetings. DIW may wish to conduct a preliminary study of this proposal taking into account the current HFC consumption. This will enable DIW to have better understanding of benefits and adverse implications, if any, prior to the next MOP. The World Bank has expressed its willingness to assist DIW to carry out this quick study with the understanding that the findings will be treated discretely.
