As mentioned above, Vietnam exported a substantial volume of forest products in recent decades, mainly to the forner Sovier Union, Japan, Hong Kong, Singapore, and Thailand. From the 1970s to 1980s, cash derived from log exports played an important role in the national budget. In 1986, for example, the total value derived from forest products (including logs) was Us$80 million. However, the export value decreased during the late 1980s, from 9.7 percent of the total export earnings in 1986 to only 3.6 percent in 1989 [MOF 1991] because the state started to tighten its control.
