It is noteworthy that economic system during the plan period was to pursue a market economy that respected freedom and the initiatives of private business activities. However, The government could directly intervene or become indirectly involved by using incentive policies for the basic and/or important sectors, if necessary. It was called the "guided capitalist system" as indicated clearly in the plan document. It was clear that the government had explicitly announced its intention for strong intervention in the implementation process of the plan. It has also been recognized that the preconditions necessary for the market economy had not yet been prepared in Korea.
