The Plan was formulated in accordance with other related plans such as
the 10th National Economic and Social Development Plan and it embraced the
sufficiency economy philosophy as the foundation to develop SMEs promotion policies
towards a knowledge-based economy. The Plan also took into consideration the
present-day’s changes, the country’s state of development, the contexts of changes
affecting future development, the problems and demands of SMEs, as well as the past
development results under the 1st SMEs Promotion Plan (2002-2006).
