In Norway, where there are national requirements, minimum 20% of the faculty involved in providing a BA program must hold a PhD or be at an equivalent level (a “1st level”) (NOKUT, 2013). In 2006, 32% of the teaching faculty in Norwegian teacher education institutions was classified at the “first level” (either a first lecturer or an associate professor level) (NOKUT, 2006). However, students seldom met teachers who were researchers because there were few teacher educators who were involved in research projects. Despite the emphasis on research in teacher education since 2010, it is far from certain that faculty is involved in research or that students experience their teachers as researchers.
