Why are there administrators in school and school districts? Or, to be morespecific, what useful functions do principals, superintendents, and other schooladministrator perform? These questions are sometimes raised by parents,teachers, school board members, and at times by school administratorsthemselves.The basic purpose of administration is to enhance teaching and learning. Inshort, administration serves an instrumental and not a primary purpose. Sinceschools exist for teaching and learning, people who work in schools and schoolsystems should contribute to that overriding purpose. Teachers deal directlywith students; hence, it is relatively easy to see how they may contribute toteaching and learning. Since many administrative activities do not deal directlywith students, the relationship of these activities to teaching and activities of administrators should in the end be designed to enhance teaching' andlearning. This charge is not always easy to implement, as will be shown.
