The CTE messages are also used to estimate congestion
size, according to the initial position of the first vehicle to
send a message. Thus, the discovery of the vehicle in front of
congestion is an important task for the operation of CARTIM.
This vehicle, in addition to being responsible for the CTE
message generation frequency (Hz) in congested pathways,
also serves as a reference to the other vehicles on the road, to
calculate the congestion size.
