However, the lack of prioritization of these actions has led to the
development of coastal management plans at various levels (national,
regional, state or local) which actually are not put into
practice, since the amount of projects that should be developed
usually is not consistent with institutional financial, technical and
political capacities. Thus, the large number of actions considered
important causes the need for prioritization of the most essential
ones, those with a drag potential or driving force in relation to the
other actions proposed, as shown by Barragán et al. (2008).
