Government-backed programs include the Kapit-bisig Laban sa Kahirapan
(Comprehensive and Integrated Delivery of Social Services), which provides funding
and in-kind support from national and local governments to implement small
projects by barangays6 who follow their own plans, priorities, and processes. The
Pantawid Pamilyang Pilipino Program provides conditional cash transfers targeted
to the needs of vulnerable groups, particularly children, women, and the
elderly and disabled. The plan targets an annual economic growth of 7–8% for at
least 6 years and net employment generation of 1 million jobs per year. The plan
calls for reducing the poverty rate from 33.1% in 1991 to 16.6% by 2015.
