Regarding your address point format specification, we are assigning housenumbers to roadsegments not to roadnames. In the given example as I see there is high functionality road called Si Lom Rd. Block field identifies which crossroad we are looking for: Soi Si Lom 17. Address field determines the housenumber and location where to navigate. Please correct me if I am wrong.

Our compilation system, and iGO usage (in the case of address points where an exact housenumber has an exact location) requires to assign the housenumber to the ID of the corresponding street.
Therefore we need to create this realtionship between network and address point. Do you wish to create this relation or you let us make it? If you let us, please confirm my understandig above.
