SISP is highly dependent on the skills of the team leader and team members [68,73].
Their skills and efforts must compensate for shortcomings ofthe methodology. Hence,
the methodology's failure to involve users (no. 13 in Fl) may force planners to seek
other ways to do so. This will delay the planning process (no. 32 in F5) and increase
its cost (no. 46 in F5). The methodology's inappropriate assumptions about the
organization's growth or shrinkage (no. 35 in Fl) may force planners to spend
excessive effort guessing or proposing alternatives. Its insufficient assessment of the
Infonnation Systems Department (nos. 1 and 2 in Fl) may force planners to expend
inordinate efforts seeking better ways to carry out that assessment. Its failure to
consider the organization's exigent goals and strategies (no. 9 in Fl) demands
inordinate top management involvement and likewise drags out the planning process
(no. 32 in F5) and increases its cost (no. 46 in F5).
