4.1. Cabotage and truck transport
A small amount of cabotage is granted to U.S. and Canadian trucking,
if the movement is done in conjunction with a cross-border truck trip. In
Canada, this is termed a“repositioning move”; in the US, a“return tripoutward move”. A truck returning home can carry domestic goods between the point at which it dropped off its international load and another point in the other country, but that portion of the trip must be
“incidental”to an international move. U.S. regulations state that this
must be part of a“regularly scheduled”international move; Canada
says that the domestic freight must not exceed 30% of the weight and
value of the total load
