A participatory action research method was used. The participants in the study were
external researchers from the Faculty of Education at MSU, internal researchers from the
municipal administration, and 40 core leading teachers at seven municipal schools. Project
implementation was divided into four phases. The research team had to improve theeir
operational plans, develop teamwork, and improve the learning of the team during their
fieldwork to achieve the established goals of development. The research team decided on
the operational plans as laid out in Table 1.
