Goals and Objectives
The purpose of the critical review is to enable the participants to understand clearly workshop goals, objectives, and key messages. In this case, the workshop goal was to understand
how to partner with other participants in the sub-Saharan Africa region and other supporting organizations to implement the key health care technology management (HTM) principles, practices, and messages learned during the workshop.
The regional WHO director determined that health technology policy in Africa should
address technology management, human resources development, research and communication, and access to information. The overall goal of the workshop was to build strength
and capacity for health technology management (HTM) in Africa. The prime objectives
were to raise awareness of HTM for health decision makers at policy level in the region,
to provide the latest information and to expand awareness of fundamental and advanced
concepts and methods of HTM, and to share positive HTM experiences with decisionmakers from other countries in the region. The workshop addressed planning, funding,
and management of health care technology and the infrastructure required to achieve optimal outcomes.
In February 1999, the WHO regional director stated that priority interventions for
developing health technology in Africa should address the following issues:
1. Technology management
2. Human resources development
3. Research and communication
4. Access to information
