Beijing Municipal Administration of Tourism has the following main responsibilities:
1. Formulate policies to develop the city's tourism industry, make medium- and long- term as well as annual plans and arrange for their implementation.
2. Draft local regulations and rules related to tourism, put them into operation and offer guidance and supervision to their implementation.
3. Define and implement strategies to explore tourist markets overseas; organize major events to promote tourist resources in the city; and carry out related business exchanges.
4. Cultivate and improve the domestic tourist market, design and implement measures to develop domestic tourist businesses; and organize major promotional events.
5. Be responsible for the verification and approval of the work of travel agencies within jurisdiction; organize hotel ratings evaluation; handle the quality grading and evaluation work on all tourist areas (spots) in the city; give approval to applications for the status of designated tourist units, specify relevant standards and administrative measures; and oversee the work of local tourist enterprises and their staff.
6. Set standards for tourist services and improve their quality; organize inspections and exchanges concerning service quality; receive complaints from foreign and domestic tourists and supervise the handling of these complaints by tourist enterprises.
7. Regulate the city's tourist market in accordance with law; give guidance to the handling of violations of tourism-related regulations and rules; improve tourism environment and ensure the healthy and orderly growth of the tourist market of the city.
8. Organize surveys on tourist resources in the city; examine and give approval to the construction of the city's tourist infrastructure and projects to develop tourist areas (spots) in accordance with the tourist development plan of the whole city; and produce and analyze tourism statistics of the city.
9. Coordinate the efforts to promote tourism, develop tourist products, manufacture and market tourist souvenirs and boost tourist-related entertainment business; coordinate efforts to ensure safety for tourists and public order in tourist areas (spots).
10. Form education and training plans in the tourist industry; develop and implement qualification and grading systems for employees in the tourist industry; guide and coordinate tourism education and training in specialized institutions and tourist enterprises.
11. Give guidance to the work of non-governmental tourism organizations; guide and coordinate tourism work at the county and district levels.
12. Undertake other duties assigned by the Beijing Municipal Government.
