old-growth forests on state-owned land in Northern Finland, including
the county of Kainuu. During the two years of negotiations, the parties
had discussed the conservation status of 405 sites of potentially valuable
forest, and until the unilateral announcement by Metsähallitus,
the ad hoc conflict resolution process had had an air of success to it.
But due to the way it was abruptly ended, Finnish Association of Nature
Conservation declared a return to a state of open conflict that had prevailed
prior to the Dialogue, despite the fact that Metsähallitus' decision
meant an increase in protected forests by 450 km2 in Kainuu.
