The combination of these characteristics considered as such, i e. this fourfold state of the Peruvian society as a whole, naturally blocked or at least impeded all more or less autonomous realistic aims in the development of communications. It also constrained the actual harmeneutics to arbitrary chaotic transposition of models and procedures which in any case had been conceived for realities quantitatively and qualitatively different from ours as regards such vital aspects as the demographic, the cultural, etc.
