Water leaders visualized solutions as a framework couple of short term solutions: for five years and
long term visions extending towards mitigating problems and to achieve SUWM of Bangkok. Each
vision is coupled with policy and action recommendations. The essence of each vision presented by
leaders are as follows. Short term vision included improvement of water quality, augmentation of
wastewater collection capacity from present 50%, planning for durable water pipes and wastewater
collection system, enhancing regular maintenance and checking, periodic monitoring of water
quality in rivers and canals were addressed. To augment integrated water management and promote
awareness in water sustainability in commons, incentives for wastewater reuse were envisaged. To
integrate vision, coordination between master plans and utility master plans are needed to be
planned in accordance with Bangkok city plan. Promotion of separate sewer network in place of
combined network, collaboration with NGOs by funding/sponsoring to promote environmental
education among the masses, collaboration with religious/social entities for promotion of water
conservation, treated wastewater, and efficient demand management for water sustainability, were
addressed; To improve urban governance and project finance, single point water charges by
including water supply and wastewater treatment charge to improve willingness to pay were
proposed. Introduction of Build-Own-Operate-Transfer (BOOT) or Build-Operate-Transfer (BOT)
for project financing, accessing international organization for soft loan, CDM by including energy
parameters with water sustainability and promote PPP with certain measures, and commercial use
of wastewater in different sectors were addressed.
Interestingly, as for the long term plan, Utility Identity Number (UIN) and integrated water taxation
in a phased manner were introduced. Project UIN is conceived as an identity card distributed to
individual household, which would include household income, IT return, number of household etc.
The revised water taxation includes water supply, waste water recycling charges. The taxation
depends on cross subsidy mechanism where the richest SES would bear a partial of the cost of
poorer counterparts.
