This research focuses on studying the states and the problems of the change management of public basic education institutions and developing the model of the change management toward the excellence of public basic education institutions. The samples used in this research were from 9 administrators of the excellence state basic education institutions who were selected by the purposive sampling, and 471 acting school administrators , assistant school administrators, heads of department or head of divisions who were selected by the multistage sampling. The instruments used in this study were comprised of the analysis of related documents, structural interviews and questionnaires .
