Sustainable development in HK in general
The phenomenon "sustainable development" or "low-carbon living" has been in the main discussion forums globally for more than a decade. Hong Kong's active and enthusiastic stakeholders are amongst the number of many worldwide who join this important global movement ([6] Chan et al. , 2004). In line with this important movement, Hong Kong has attempted to contribute to achieve this objective. For example, based on "Agenda 21"[1] the Hong Kong Government is engaged in a process of various policy developments to identify and implement the goals and mechanisms for achieving sustainable development ([6] Chan et al. , 2004). In Hong Kong, it is encouraging to see that efforts on sustainable development work so far have come not only from the HKSAR Government (the government) but also from non-governmental organizations (NGOs).
