As a result of lack of time in regional policy and due to the fairly short application
deadlines the latter enjoys priority against the precise preparation or the involvement
of the actors concerned. The tasks of the representative decision-making
and consultative bodies, civil organisations are often only subsequent confirmation,
legitimisation of the decisions. Regional policy is a special public policy,
in which professionalism, efficiency, and the non-professional elements like equity
and participation are fairly confused anyway. The sensitive balance of those
was not yet achieved in Hungary. The technocrats still have more opportunities to
enforce their approaches than the local society. On the other side the technocrats
feel that the political elite makes more unprofessional compromises than it would
be necessary.
