The Bangkok Dialogue on the Rule of Law “Investing in the Rule of Law, Justice and Security for the Post-2015 Development Agenda”
"The absence of rule of law, justice and security affects a country's ability to meet its development targets. They are crosscutting in nature. And such linkages and interrelationships must be properly addressed in the discussion of the post 2015 development agenda. The rule of law, justice and security at essential for creating an enabling environment conducive for sustainable development.
He listed four key thoughts:
Firstly, because rule of law is an important pillar upon which a democratic political system rests, and also allows the political, economic and social institutions of a state to function properly, it is important that a global partnership be forged which, among others, aims at capacity building, sharing of best practices and technical support to countries in their Legal capacity building efforts.
Secondly, Indonesia has adopted an approach that emphasises sustainable growth with equity. That means development which meets the needs of the present, without compromising the ability of future generations to meet their own needs. And to promote the participation of economic actors in an inclusive and comprehensible way that will increase access to justice, and strengthened the sustainability of growth.
Thirdly, public security and social justice go together. Public insecurity negatively affects the enabling environment for the realisation of development goals. States must be capable and responsive to build effective and accountable public institutions that support the rule of law, access to justice and transparency.
Fourthly, weak rule of law, limited access to justice and lack of security are all drivers of poverty.
He called for more international cooperation to support national efforts to strengthen the rule of law, justice and security as key elements of an enabling environment for the post-2015 development agenda. Indonesia stands ready to help forge a global partnership in such a quest, he said.
