Table 1 (variable 2) shows that the allocation
of public resources by the state (the
GSS) manifests an asymmetrical pattern in
terms of budget cutbacks for the previous
year. Three NSOs experienced severe cuts in
their subsidies; .ve organizations remained
at the same resource level and most of those
remaining managed to slightly increase their
subsidy.
Variables 11 and 12 in Table 1 reveal that 17
NSOs reported lack of planning for high
performance in their sports and 19 NSOs
show no formal planning for increasing the
mass participation rates in their sports.
Furthermore, the majority of the NSOs
sampled seem to function with informal
bureaucratic procedures since their internal
rules and regulations manuals either remain
to be compiled or have not been revised
according to contemporary administrative
and technical needs (variable 10, Table 1).
