This framework consists of three main elements; people,
process and product. There are 3 types of People; top,
operational and tactical management. Each of them requires a
personnel security inspection to ensure that they do not bring
any threats to the organisation. The Process consists of human
resource management activities together with two additional
aspects that are important for military, which are medical
report and fitness test. This requirement is in line with military
operations that require soldiers to be fit for deployment at any
time during war. The Process should also record personnel
security inspections and manage original documents (hard
copy). The Product is HRIS, which should be accessed
through internal network only. Users must go through two
layers of system security before they can use the HRIS. In
addition, the HRIS should also have quality aspects such as
functionality, reliability, usability, efficiency, maintainability
and portability besides information quality.
