1. The Problem;
“ Work completion by E&I and pre-commissioning discipline relate to HOLD POINT inspection shall be officially witnessed and inspected by client inspectors (and our QC inspector) WITHOUT re-verification or internal inspection BEFORE OFFICAL INSPECTION BY CLIENT REPRESENTATIVE.”
2. Key concerns;
• Potential to Customer complaint
• Re-work
• Cost impacts
• Personal conflicts/negative human relation
3. Support/Contribution expected from concerned parties;
• Clear communication of key Roles and Responsibility of our QC inspection Services to E&I and pre-com personnel.
• Review and find out potential improvable area in Inspection and Test Plan (ITP), PI or else of Chevron project, especially considering internal inspection/witness or internal inspection possibility.
• Increasing inspection process would cause more work loading to QC inspector and additional inspector may be required.
• Provide technical training to all E&I supervisors to improve skills set related to key competencies of discipline/functional area owner.
• Sub-contractor (i.e. Tri-progress) to provide additional proficiency QA/QC engineer to hand on quality management, monitoring and controls.
